In accordance with the University of California Office of the President (UCOP) G-28 Travel Policy, all university-funded travel must utilize the most economical mode of transportation that meets the programmatic requirements of the trip. UC Merced is committed to ensuring compliance with G-28 while supporting the reasonable comfort and safety of its travelers.
When booking airfare:

Travelers are required to purchase the lowest available standard economy fare that reasonably accommodates the business purpose of the trip.

The purchase of Premium Economy, Economy Plus, or any other upgraded economy fare classes is not allowable using university funds unless a documented medical exception or special business need has been approved in advance.

Seat assignment or seat selection fees are reimbursable, provided that the selection does not involve an upgraded fare class. This includes choosing a standard economy seat to ensure reasonable comfort, convenience, or to sit with travel companions on university business.
In cases where a traveler wishes to purchase business or first-class airfare for reasons not covered by a medical exception or business necessity, written authorization must be obtained in advance from the Chancellor. The traveler must submit this written authorization, along with their travel expense claim, for reimbursement to be considered. Travelers should book airfare through the UC Merced Concur Travel System or contracted travel agency to ensure compliance with policy and to access negotiated rates.
All travel expenses are subject to audit, and non-compliant purchases may result in denial of reimbursement.
